Technically Blizzard began work on Hellfire, and a lot of the contents of Hellfire had been in the original Diablo data files and just werent implemented into the game. They handed the work they'd done off to Sierra early in the expansion's production and let them do the rest of the work. But yeah, it is pretty much "their" expansion nonetheless.
