He wanted to attack England after winning against France, but Germany had too less boats and England had too much power on the sea, so he couldn't attack England!

The problem was that sieges tie up lots of troops. Plus the Soviets would have been able to hold out long enough (like they did at Leningrad) for the Americans and British to eventually begin airlifting supplies like they did when the Soviets tried to take West Berlin.
