No, the Japanese were NOT crueler.
First of all, the Japanese did NOT do the "Genocide thing", with concentration camps. Second of all, they weren't planning on wiping out anybody who didn't have blonde hair and blue eyes.

technically the japenese considered themselves a master race as well. they considered other races in asia inferior to them. especially the chinese. they considered them subspecies like the nazi's and their undesirables. the japanese and germans were evenly cruel. idt u can make a judgement on which was worse. the russians were cruel as well.
