I wouldn't have put it as bluntly as you, but basically yes. Seeing as he has already departed this plane of existence (symbolized by shoting the arrow into the sky) he comes back in some transcended metaphysical form to consummate the marriage. Thus, the the arrow between her legs can be seen as an obvious phallic symbol penetrating her, and her beeing a virgin explains the blood. So there you go, my interpretation.

That's what I love about Kim Ki-duk, he makes you think even if his movies don't contain half as much subtext as people interpret into them, or sometimes simply don't make sense at all (Bad Guy).
