If the max number of floors in a building exceeds 13,that still means there is a 13th floor.
You can say its not there all you want, but as long as you have a minimum of 13 floors, there will be a thirteenth floor.
Im sure that to a superstitious person, calling it something else makes it all go away, but in reality, its there.
So unless of course you have a void atop floor 12 and below 14, then you will almost always have a floor 13
